After the accidents of Hokkaido in Feb.1996 and Aug.1997, an urgent inspection of slopes has been subjected in the whole area of Japan.
 Emergency measures have been taken in 377 points and 4270 points were as hazardous places.
 Although various mitigating structures have been constructed for the hazardous places every year, the number of hazardous places increased on the contrary every whole disaster inspection because of getting higher accuracy of it.
