Past Accident in Japan

 A rockfall accidents has been regarded as an avoidable incident before 1970 in Japan. In 1968,two buses which had stopped on highway because of a heavy rain were attacked by an earth avalanche and fell into the Hida River.

  104 people were killed in this accident. The decision of the court was that the responsibility rested with the administrative bureau. Since the judgment the disaster inspection has been subjected every five years in the whole area of Japan.
